Off road compatibility really begins at a 5.  If the second number is lower than 4 then the scooter is very susceptible to water damage.  A 4 indicates the scooter is safe in misty/foggy weather, small puddles and short periods of light rain.  A 5 is necessary if you plan to ride during consistent light rain and a 6 will get you through some heavy rain.
